We value friendship and never treat friends unfairly, and we also stand by principles and firmly uphold our fundamental position. We should maintain the general environment of peaceful development and build an Asian community of shared responsibilities. Regional turbulence courts disaster while stability in the neighborhood brings prosperity.

²  在經濟全球化背景下，亞洲各國的發展，不可能獨善其身，也不應該是“零和博弈”，而是你中有我、我中有你的互利合作，能產生“一加一大于二”的疊加效應，甚至是“二乘二大于四”的乘數效應。

In the age of economic globalization, no Asian countries can achieve development in isolation from each other, still less can they pursue development as a “zero-sum game”. Rather, with our interests closely entwined, we the Asian countries need to seek mutually beneficial cooperation where “one plus one can make more than two” and even produces a multiplying effect in which “two timing two makes more than four”.

²  “區域全面經濟伙伴關系協定”(PCEP)是亞洲地區參與成員最多、規模最大的貿易協定談判，是對既有成熟自貿區的整合。PCEP具有較強的包容性，符合亞洲產業結構、經濟模式和社會傳統實際，采取循序漸進的方式，兼顧成員國不同發展水平，不排斥其他區域貿易安排。

The negotiation on the Regional Comprehensive Economic Partnership is the largest trade agreement negotiation with the most extensive participation in East Asia, and the PCEP is integration of existing mature free trade areas. Being highly inclusive and based on Asia’s industrial structure, economic model and social tradition, the PCEP is a phased-in arrangement that accommodates member countries at different levels of development, and it does not exclude other regional trading arrangements.

²  中國對“跨太平洋戰略經濟伙伴關系協定”(TPP)持開放態度，只要有利于世界貿易的發展，有利于公平開放的貿易環境，中方樂見其成。

China takes an open position towards the Trans-pacific Partnership (TPP). As long as the TPP is conducive to the development of global trade and the fostering of an equitable and open trading environment, China is happy to see its conclusion.

²  我們堅持維護世界貿易組織(WTO)多邊貿易體制在全球貿易發展中的主導地位，RCEP和TPP應成為多邊貿易體制的重要補充，二者可以并行不悖、相互促進，希望RCEP在2015年能夠達成協議。

We are committed to upholding the central role of WTO multilateral trading system in global trade development. Both the RCEP and the TPP should become important supplements to the multilateral trading system, and these two mechanisms should go hand in hand and reinforce each other. We hope that agreement can be reached on the RCEP by 2015.

²  非洲堪稱世界上“三個一極”。首先，非洲有54個國家，注重以“一個聲音說活”，已成為世界政治舞臺上的重要一極。第二，非洲經濟總量超過2萬億美元，2013年全球增長最快的10個國際，有7個在非洲，已成為全球經濟增長的重要一極。第三，非洲有1500多個民族，文明的多樣性在這里充分體現，是人類文明的多彩一極。在世界政治經濟格局中，多幾個“極”，總比少幾個“極”要好。非洲的崛起和形成新的一極，將使世界更民主、更穩定、更具有活力，也更豐富多彩，更有利于全球和平、發展和進步。

Africa is a “pole” of the world in three ways. First, Africa, home to 54 countries, is committed to “speaking with one voice”. Africa has thus become a major pole in the world political arena. Second, Africa has an economic aggregate of over 2 trillion US dollars. Of the world’s ten fastest growing economies in 2013, seven are in Africa. Africa is, therefore, also a major pole in global economic growth. Third, there are more than 1,500 ethnic groups in Africa. Such cultural diversity on full display here makes Africa a colorful pole in human civilization. In the international political and economic landscape, it is always better to have more “poles” than fewer “poles”. The rise of Africa as a new pole will only make the world more democratic, stable, dynamic and colorful, and better facilitate peace, development and progress in the world.

²  實現經濟包容性增長，基礎設施特別是交通建設應先行。從我和非洲國家領導人討論中，感到主要有“三大網絡”可以合作。一是非洲高速鐵路網絡。二是非洲高速公路網絡。三是打造非洲區域航空網絡。我在同非盟委員會主席祖馬女士會見時，她提出非洲有一個“世紀夢想”，就是將非洲所有國家的首都用高速鐵路連接起來。

To realize inclusive economic growth, one needs to give priority to infrastructural development, in particular transportation. Coming out of my meetings with African leaders, I see the two sides may cooperate on three major networks. First, a network of high-speed railway in Africa. Second, a network of expressway in Africa. Third, an aviation network in Africa. During our meeting a few days ago, AU Commission Chairperson Dr. Nkosazana Dlamini Zuma talked about the African dream of the century to connect the capitals of all African countries with high-speed rail.
